In Reid v. Covert, 354 U.S. 1, 77 S.Ct. 1222 U.S. (1957), the court observed that, “The provisions of the Uniform Code of Military Justice extending court-martial jurisdiction to persons accompanying the armed forces outside the continental limits of the United States could not be constitutionally applied to trial of civilian dependents of members of the armed forces overseas, in times of peace, for capital offenses.”
