Absolutely not!  The idea that the command wants to help you and that making a statement will assist in resolving matters more quickly is a fallacy.  If the command was “in your corner” potential charges would not be looming over your head.  If you have reason to believe that you are the subject of a criminal investigation or charges have been brought against you, your time to act is now.  Talk to no one until you have consulted with a lawyer.
